When the Democratic world in Georgia talks about the end of the Shirley Franklin era (and for some, being "Not Bill Campbell" is no longer enough) they often become bogged down in a Kasim Reed/Vincent Fort/Lisa Borders pro and con debate. And who can blame them, in a city that gave John Kerry 75% of the vote compared to only 24% for George W. Bush it is almost a foregone conclusion that the next mayor to be elected will be an out and proud Democrat in what is nominally a non-partisan race.

Enter Clark Howard. Reporters know and like the guy. And he has a large following in the city of Atlanta and nationwide. In a city that is majority minority (in 2005 neither whites nor blacks made up 50% of the electorate) partisanship has a way of breaking down into racial lines which could create an opening for Howard.

One thing is for certain: Borders, Reed, Fort, Norwood and others are not all that well known, particularly compared to Clark Howard. In that sense he'd have a very Arnold like quality in an election campaign. At the same time, the city is not in some sort of crisis mode (like New York in the early '90's) so there isn't a real ground swell for a radical change. And make no mistake about it, Howard is essentially a Republican and that would be a radical departure for Atlanta.

Downtown Atlanta certainly isn't anything like Times Square was, but when you think about it the city is in somewhat of a rut. Development in the downtown corridor has stalled out -- you couldn't pay me to spend the day hanging out around the Capitol if the legislature wasn't in session, and the city is at an ideological standstill when it comes to things like the Beltline.

Does anyone really think that someone like Howard wouldn't have been able to make a deal with Mason, either twisting his arm to get him to change his condo plans or standing up to the NIMBY's around Piedmont Park and telling them that urban development isn't sustainable without higher density and that in fact Central Park and many other places have skyscrapers that overlook them and believe it or not the parks still get sunlight?

Ultimately, you can make a pretty good case for Howard. Even if a Democrat gets elected Governor (which is likely) in the near future the Republicans will still have a grip on some branch of government, and Atlanta could use an advocate on a statewide basis who is either respected by Republicans or IS a Republican, and I suspect that Howard is palatable on social issues but just favors less government and lower taxes - the same position that many intown white moderates share, the people who used to consider themselves Republicans until Paul Coverdell died and guys named "Sonny" and "Saxby" became the standard-bearers for their former party.

In other words, I think a Clark Howard candidacy would be a force to be reckoned with and potentially an unstoppable foregone conclusion. Any Democrat that has their eye on that race needs to start thinking seriously now about how you derail Howard. I have some ideas (there are some hints above) that I may roll out as the race starts to develop.
